Black water smell

By saying you have it "permanent" I will assume that it never moves.  

The first thing I would check is the most obvious for an RV that sits in one spot for long periods of time.  Your black tank is vented up through the roof.  There will be a cap on a PVC type pipe that is up there.  Some of the caps just pull off and then some are fastened.  Remove the cap and make sure the pipe is clear.  Maybe wasps or some other creatures have nested in there thus blocking the vent pipe.

I will also assume you always keep your black tank closed until it is time to empty it and rinse it out?

I very much agree with this suspicion. You will have one of them under each of your sinks and they are very easy to replace and inexpensive.

Another question is, do you leave the dump valves open while you are gone? If you do that you may well get sewer gas pushed back into the RV from the park sewer system.

$Spot, I'm not sure but I think the black pipe is a slightly different diameter than the white stuff.

We had a similar issue with smell in our trailer.  I started hunting for the source and realized there was a P-Trap in the washing machine drain line.  It is a standard open pipe P-Trap.  We don’t use the washing machine very often, so water doesn’t go down that pipe very often.  What I found was happening was the water in the P-Trap was evaporating and allowing the smell to come up through the pipe.  Now I manually poor a little bit of water down that drain pipe every now and again to keep the P-Trap full and have not had any issues with smell since then.

This is a long way of saying, make sure your P-Traps aren’t drying out when your rig is not in use.

This is what u need.  Any big box store will have.  We keep 1-2 on hand.  Hand tighten firmly and may have to wrap a rag aound it to loosen with  channel lock plyers.  B)

Also, when leaving for an extended period of time, try 1/2 filling some small ziplock bags with water and place over drains.  At half-filled, they will conform to the drain.  Ours have lasted 6 months with no leakage.  I also put one in the bottom of the toilet as it is so dry in Mesa, AZ that the water will eventually evaporate out of the toilet.

Try using more water. We had that problem as well. Now we let a generous amount of water run after each flush. I also run a good amount water right after dumping the tank. 

Edit: If campground water has a smell of it's own that will also be part of the problem. Also don't run bathroom vent fan while flushing. wait until after you close the value to turn on the fan.

Any exhaust fan operating will cause you to have a low pressure in the bathroom with atmospheric pressure in the tank via the roof vent lines. That will always cause odors to enter the RV. No matter what you may put in the tank, you still dump in human waste and that has unplesant odors. The problem is the odor entering the RV. If you were to use a vent fan that pulled air into the RV rather than push it out, that would probably prevent your problem. No vent fan operating usually will do the same. 

Do you keep the black tank dump valve open or closed? It should be kept closed except when emptying the tank.
