2gypsies
Dump stations usually have a separate fresh water source (away from the actual dumping site) - don't use the water directly at the site. Some rest areas have water fill. Flying J fuel has separate RV water fill and sometimes other fuel stations. City parks RV parks will usually let you fill for a fee if you're desperate. Twotoes
Some, not all, Elks Lodge have water. Some rest stops have a dump station and water. If your in a bind some campgrounds may let you fill for a small fee. Escapee Parks and Co-Ops will let you boondock for a small few and it includes sewer and water use at the dump station in the park.
StraitRVing
I have also stopped at local churches and filled up the fresh water tank with permission.

Tom Cooper
Also, when things are very tricky with me, I go to Google Maps and look where there are the closest sources of water. When I am building the route of my travel, I also take this into account

I'm thinking, in particular, of the dump station at Las Vegas Bay Campground in Lake Mead NRA, but we've come across others, too.
