Is the USB port powered from a 12 VDC source or from a 120 VAC source.?  If from 120 VAC, is it connected to a ground fault circuit?

A USB outlet is powered EITHER by a 120 VAC to 5 VDC USB Converter (small block ports) orrrrrrrrrrr often a 12 VDC to 5 VDC DC to DC Converter/block (perhaps via a 12 VDC Cigarette lighter port).

Look for any 12 VDC source fuses (sound like you already did) and next any 120 VAC Circuit Breakers that might feed a 120 VAC to 12 VDC or 5 VDC Converter circuit, including any GFCI circuits as Ken mentioned above.

ALSO some of the small low power 12 VDC or 5 VDC USB  devices have fuses built into their plug or block assembly !! If you cant find any blown 12 VDC fuses or 120 VAC tripped breakers or tripped GFCI's, next suspects are a bad/open CONNECTION in that USB feeder circuit or a blown fuse in the USB or 12 VDC  device itself.

Maybe remove the USB port device and trace wires back to the source looking for a bad/open connection or terminal or blown fuse.

a VOM is your friend here lol Im thinking a simple bad/open/loose connection but where ????????????????
