If I understand your question correctly, Allstate does.   We have two rates for our motorhome, one for driving, one for 'storage'.   We change status as needed by phoning the Agent back in Michigan with the request.   Storage is about a third of the 'on-the-road' rate.

Check with your agent as I believe that most of the larger insurance companies do so.  These Insurance companies advertise seasonal rates....

Farmer's Insurance

When parked are you living in it or is it in storage. If living in it you need a full timers policy 24/7/365. If in storage you can ask for storage coverage while it’s off the road.
