What a dealer!

Unfortunately, this isn't the first case of this sort that I have come across. About 5 or so years ago there was a dealership in Tucson that was busted on similar charges. We know a couple who were defrauded by this one such that they owed bout $20K on an RV that they no longer owned. I think the owner was named Kennedy and both he and his general manager went to jail. Back about 12 to 15 years ago there was a dealership in Norman, OK that was locked up one morning by the IRS investigation division and before things were over there were instances of the same sort of things as in the one you posted. It is something that seems to happen periodically.
