Some will grant special permission for educational purposes. Ask before you fly. Also discussed is that while they can prohibit taking off and landing on their land, they cannot regulate the airspace over the National Park or State Park in question as US airspace is solely within the jurisdiction of the FAA. Therefore, should one launch from and land on unregulated land outside of the park, but happen to fly over a portion of the park, that is entirely legal, no differently than if an airplane takes off from the Moab Airport and flies over Canyonlands National Park, or even a Delta flight from LA to Atlanta. Now, by contrast BLM land, or non-Wilderness Areas of National Forests are all fair game.
