Brake controller issues

I have an Activator II break controller that has lost all sensitivity modulation via the external slide. Is it user serviceable and or, and I’m figuring that the modulation is controlled via resistors, is there a way to check the output to the brakes themselves in ohm resistance? Thanks for any help.

Each magnet coil is around 3 ohms, off the top of my head. Four magnets, 12 ohms. What is the display showing?

I have been wrong before, I'll probably be wrong again.
