Although there are many apps which can make calls on wifi (example: Skype, Facetime, etc), the other person has to be using the same app.
Wifi calling, per se, is a native feature of the phone. Both Apple and Android phones support this feature. Both phones do not have to be using wifi calling to connect and have a conversation. It's just a feature that you can use on your phone when wifi is available and your cellular network is not. It connects your phone to your carrier through the internet.
Note: All phones wifi feature is not supported on all carriers. Specifically, some MVNO's do not support native wifi calling, regardless of what phone you're using. That's one of the reasons that an MVNO is less expensive. The major carriers generally support wifi calling on most phones which offer it.

I'm wanting to combine several pdf documents into a single document. I know Acrobat will do it. Is there a free program which will do that?

I plan on being extra generous to my barber and others who have been unable to work. When restaurants open back up, I plan on sharing with several of them immediately, including larger than normal tips. I've heard where others are providing take out to healthcare workers, first responders, etc.
I think the main goal should be just to get it into circulation, in whatever way pleases. It won't serve the intended purpose just sitting in the bank.

I don't know where they got their data. It's pretty accurate for me. I buy double rolls and get 5 or 6 days out of them.

Here's an AP story on the shortage. It gives a few buying and usage statistics. It says Americans use an average of one roll every 2 1/2 days.
