From what I've experienced in the last couple of days, you have to have Local Channels enabled on Dish, you have to have "Location services" enabled on your phone, then you can use your App to change your local channels, the app looks at your location and that's where the change can takes place. I'm in one location but wanted local channels from home (I know they reach where I'm at as I've had them in the past when I brought a home receiver with me). So I waited until I was at my "home of record" and brought the portable dish and wally with me, set it all up and did the change from home. Now I get my Norfolk Va locals even though I'm in the Raleigh NC local channel area.
