Leave the coastlines for everyone to enjoy and not just a few who have more money than common sense. If there was less fuel then there would be less damage. Hawaii had the right idea when I was there for a year. You are allowed on the beach anywhere on the islands (if I remember correctly) you just cannot "Trespass" on a persons property to get there. It's not "Private" property as no one is allowed to "OWN" the ground their home is built on. (also if memory serves me correctly). Not entirely true. I had to look this up to be sure but it made me curious as a cousin owns a house on Maui. Anyone can own "fee simple" land in Hawaii but there are leasehold lands called "Hawaiian Home Lands". Property in these areas can be leased as long as one is at least 50% native Hawaiian. Quote

In this case you own the land and the buildings on it, like we're used to in the mainland US. If you buy a "leasehold" property, you own the building and any improvements, but the land itself is owned by someone else, most often the Bishop Estate/Kamehameha Schools, a trust created by the will of Bernice Pauahi Bishop, the great-granddaughter of Kamehameha I. They are still the largest private landowner in Hawaii. Of course the government got involved, and in 1984 the US Supreme Court held the state could use eminent domain to force landowners to offer "fee simple" land ownership to their "leasehold" tenants. Anyone in the world can own either type of property, fee simple or leasehold. The thing is when the lease runs out, the landlord can do what he wishes, which may not be to renew your lease. Makes it dicey if the lease is coming up soon. The Hawaiian Home Lands Trust is entirely different. It consists of roughly 200,000 acres of land basically owned by the state of Hawaii, set aside in 1921. You must be at least 50% Hawaiian blood native to qualify for these lands, but they are still LEASED. My husband's sisters qualify, as his adoptive father was full-blooded Hawaiian, but my husband does not qualify because he was adopted and has no Hawaiian blood. However, being adopted means he also has no right to get his birth mother's birth certificate, even though she's been deceased since the '80s. So the adoption decree only works one way.
