What kind of spray-on sealant to use on a metal vintage kitchen towel hook?

Are you trying to change the color, or just preserve? Is it "Rusty"? 

A simple mineral oil is non toxic and is used on lot's of things. Most spray paints are also non toxic once dry, you do have to use appropriate care while using. 

Washing, drying and then just using may be all that's necessary too.

Are you looking for a clear sealant for metal to avoid changing the color? Lowe's carry a wide variety of spray paints for metal. As lappia said, pretty much any of them would be fine once they are dry. Lead paints have pretty much dissappeared.

For a more permanent finish, you might be able have it powder coated. That's a baked on finish that's very sturdy. There may be a shop nearby that does it, or small items can be shipped pretty reasonably.

If it's a small item you could even do it in your oven. I haven't, but have watched the videos.

I've seen a number of related videos too, Rod, but I hesitate to suggest it for a one off small project.
