It's just RF signals, but the larger problem would likely be that it's a moving target. It is small enough to smuggle into any country and difficult to block. I guess we might see if "the truth will set you free". Voice of America had a great impact on the cold war. Think about that becoming a two way conversation. Starlink uses line of sight communications between the antenna and the satellite which is why having a clear view of the sky is so important. Take it from an old Navy comms operator and a current HAM operator, line of sight is perhaps the most difficult of comms to block short of using massive EMP or high powered, broad spectrum signals transmission.
