Most places would barely function if it were not for volunteers like friends groups.  Even there you can only recruit what is available at a given time and their skill levels can vary greatly.

And what management will support. One of our local state parks hired a new manager who was nothing like the one he replaced. It didn't take long for all the members of the friends group to quit. So much for maintaining trails and bluebird houses and for doing prescribed burns. No more social events/fund raisers either. Some people simply shouldn't be managers.
