I would invite you to drive I90 between Madison and O'Hare Airport some time. The four lanes in Wisconsin are in horrid shape and way over capacity. In the Janesville/Beloit area, serious accidents are almost a weekly occurrence. (There is a plan to widen the road to six lanes, but the schedule just been pushed back because of budget cuts - completion is at least 5 years away.) Cross into Illinois and you've got a well-engineered, well-maintained tollway, 6 or 8 lanes the whole way. I39 (non-tollway) between Rockford and Bloomington is also in excellent shape. The northern third was just resurfaced this year. There's a lot of truck traffic, but it moves well. I agree with the Wisconsin side but that is non Tollway and like many non Tollway Illinois they are overloaded just like I-90 Tollway was a couple years ago before reconstruction.
