If you ever have doubts about your actual consumption there are devices that can be installed on your RV to check your usage compared to the meter at the park. This link is Texas specific. About half way down the page you will see a section on sub metering. Other states may have similar laws. In Texas it is illegal for an RV park to ""mark up"" what they pay per kW/hr. In other words if they are paying .07 per kW hr they cannot legally mark it up to 13 per kW hr.
