RPM problem

I have 2008 Monaco Admiral on a Workhorse chassis.    When climbing hills engine will drop to 3,000 RPMs and will not go above that level, does not do it all the time.    Chev has been unable to fix this problem.    They replaced air flow sensor.   Did not fix the problem.    Is there anyone out there who has had this problem?

Have them check your fuel filter and pump presure under load.
