You may be looking for a tank heating pad such as this? They come in both 12V and 120V versions and can be found on Amazon.

I doubt on a fiver you will be able to get to it through lower storage, but check that first.  Black tank should be located directly below toilet drop.  In all likelihood you will have to cut out opening in flexible material under RV.  

Also, in most of the fivers I have owned if it gets too cold the gate valves can be problematic and possibly freeze.  There is nothing worse than to have your black tank full and no way to dump it.  When the temps were heading toward the 20's we would start dumping pink antifreeze in the toilet to flush instead of a lot of water.  It seemed that temps in the high 20's and above it wasn't a problem.

There are heaters for that purpose as well. UltraHeat - RV Gate Valve Heater ,
