Yes, if you stayed in a national park (or other federal places noted at the website I noted in my previous post), you would get free entry, but you would pay full price for the campsite. Some honor the Fed Pass, some have free entry, camping is always extra, some have a day entry but if you are camping entry is included. Each state is a separate entity, think of each state as a different country, the states cooperate to some extent with each other(honor your drivers license and registration etc) but the State Parks rules are different in each state. If you decided to go to Elephant Butte call Basque del Apache and see if the Sand Hill Cranes are there yet. That depends on the state. The New Mexico State Park camping fee includes entry/day use. There are some states such as Kansas that require both a vehicle and a camping permit.
