My old '96 truck has started developing some rust spots just under the windshield on the pan where the wiper arms come through. I removed the nut that seems to hold the arms on, however they refuse to budge. I assume they are splined, but will not move even with a somewhat gently pry from the back.
Is a puller needed or an application of PB Blaster and more prying?

A bit of Liquid-Wrench and an hour to soak then the puller or maybe a light tapping with a hammer (rubber or padded) if you don't have a puller.

Got the arms off. Battery terminal worked..barely. The jaws were on the verge of being too short, but was able to hold them together long enough to break the splines loose. Also, after all these years, I found the secret to holding he blades off the glass when replacing wipers. The arms have a small hole near the pivot point where you insert small rod, paper clip or in my case an awl. Durn, wish I had found this years ago. So all is well.
