We do routinely, on a seasonal basis,spend extended time at the TT Cottonwood, AZ,, and Lake Tawakoni, TX. We have gotten to know the rangers there, and consider them to be some of the best of workampers that we have interacted with. I can't say much about their employment conditions, but they do seem to be able to attract & keep good people, at least at these two parks.
