Texas Driver License OUT OF STATE/COUNTRY Renewal

Has anyone done this? Note this is not renewing over the internet, it is filling out a form and mailing it in if you are out of the state of Texas. Any suggestions woud be appreciated.

Here is a link to the form: http://www.txdps.state.tx.us/internetforms/Forms/DL-16.pdf

Here is a link to the overall instructions: http://www.dmv.org/tx-texas/renew-license.php#Military-amp-Out-of-State-Renewals

My specific questions are:

There is a question at the bottom of the form that says, "I further certify my residence address is a (check one): ( ) single family dwelling, ( ) apartment, ( ) motel, ( ) temporary shelter."

What should I check if I am an escapee? Or should I write in "RV Park" ?

Doing it this way would be great as I or anyone else would not have to return to TX to renew the DL.

Yes, we have. Assuming you have a Class A or Class B license, the form (which certifies your exemption driving a 26,000+# vehicle) has to be notarized. We did it at a Washington state license office in Yakima and yes, we checked single family dwelling (we're the only family living in our home).

Barb, Thanks for posting. I forgot to post that I am an Escapee, and my address is Rainbow Drive. Is that the case with you? My license is a class C.

I see what you mean. You're living in your home, the RV, and you're the only family in it.

If you have a Class C license then just renew online unless it has been 12 years since you got your last photo taken. Why did you think you had to renew by mail? That's only for Class A and Class B licenses.

Yes, we are Escapees and live just around the corner from you on Rainbow Drive. :D

Barb, yes, I renewed online once before and the site told me I could not do it this time. And now that I think about it, the photo is about thirteen years old :).

Thanks.

You normally have to return to TX on alternate renewals for a new picture and vision test. If it accepts the renewal you are in.

Yes, that's what I understand, but then I came across the above information that would seem to allow one to renew via mail. In the package I have not phone a requirement for a new picture, only an eye specialists certification.

Did you not see the line that said you had to meet all of the items for on-line renewal for both phone & mail renewal:

To be eligible to renew your Texas driver license online, you must:

  • Have a Class C or CM driver’s license.
  • Have renewed your DL in person the last time.
  • Have a valid TX driver’s license (including one that expired less than 2 years ago).
  • Be at least 18 years old.
  • Be younger than 79 years old.
  • Not have any new medical conditions that affect your driving ability.
  • Have your Social Security number (SSN) on file with the Department of Public Safety (DPS).
  • Be a U.S. citizen.

That's the kicker - you have to go back at least once every 12 years until you turn 85 to get a new picture and vision test.

Barb, thank you for posting that! Yes, I missed the "Have renewed your DL in person the last time" requirement! Ouch!

However, there seems to be some conflcting requirement information. I was going by the form letter which says,

If you meet the following criteria, you are eligible to renew your license through the out of state/country desk.

• Card will expire in less than one year and has not been expired for more than two years, unless active duty military; • Between 18-79 years of age;

• Does not have a commercial driver license or occupational license;

• Not a sex offender subject to the registration requirements of Chapter 62, Code of Criminal Procedure;

• Vision, physical, or mental condition have not changed in a way that affects the ability to operate a motor vehicle.

• Not currently suspended, revoked, canceled or have any warrants or outstanding traffic tickets (for more information

(Rev. 5/14)

• Record does not reflect an administrative or card status due to driving ability or a medical condition that requires periodic review, including any medical or physical condition that may affect the licensee’s ability to operate a motor vehicle;

• U.S. Citizen;

• Social Security number on file with the Department; or • Does not currently hold a Limited Term driver license.

However, this may be out of date. Looks like I will have to make a trip back to Livingston to do it...

You don't have to go to Livingston, any drivers license office can do the renewal. In fact we've never done one in Livingston, we always did it in Tyler. Just go across the state line and go to the first office you come to an get it renewed. Lots of people from the west (especially those wintering in Arizona) will drive to either El Paso (actually Anthony) or Amarillo and get the renewal. There's also an office in Texarkana, etc.

Yep, have done Texarkana, TX. not Texarkana, Arkansas. :) The intial header said "Out of state/Country" Are you out of country?

I just thought, you can renew up to 6 months early I think but I don't know all the rules about it. I did it once though, in person.

I too have renewed my license in locations far from my listed address. The only difficulty that I had was that sometimes they will question the "PMB" address if they are not familiar with it. Usually there as been no question at all as the driving license is a state function and you are not required to go to any particular office.

I'm out of country (Thailand), but I do have relatives in Tucson so might go visit them and drive to El Paso, passing through Willcox where I grew up.

Wilcox, TX? Or Wilcox what state? For some reason Google Maps could not find it as I looked just out of curiosity. ;)

Yes, Willcox, AZ, where they have Rex Allen days every year! Note that it is spelled with two L's.

Also the home of Tanya Tucker. I only lived there when I was in 7th grade and she was a year or two ahead of me in school.

  • 4 weeks later...

Here is my update I did the out of state/out of country packet per the instructions online. Mailed it to DPS on December 22nd. I talked to them this morning and it will be mailed out today or tomorrow. Saved me a 10 hour trip each way to Texas and motel and expenses. Had to get my eyes checked but I was due anyway and insurance covered it. The doctor was more than happy to fill out the form. So it can be done
