Could be different expectations, IDK. I suspect that is a factor, but I think that bad experiences in medical care are not so uncommon in any situation today. Of course, the major advantage with the public medical services is that you can easily change doctors or clinics while that isn't nearly so easy for those using the VA or even the military medical services. The stories out of Phoenix were certainly ugly and far too common. The clinic that I use in Tyler, TX has a generally good reputation, but I know of some dissatisfied users. I know 4 vets who have had major surgery and/or hospital care in the big Dallas VA Hospital and 3 of them have only good things to say, while one has nothing good to say.
