In Minnesota your vehicle license is based on the vehicle's value. Unless it is an RV. My brand new Mercedes Sprinter conversion van's license plate was $25 because of being an RV. The guy at the DMV was surprised by that.

If you have facilities in it and re-title it as a class b, in most cases the insurance is cheaper.  It will also then cover the built-in living/rv items that may otherwise not be covered.   Check with the DMV to see exactly what the requirements are to qualify as a class B, then check with your insurance agent regarding coverage under your standard auto policy vs an rv policy.
